From 1st to 6th of May 2015 in the Orel region the anniversary open Tenth Youth Delphic Games of the CIS Member States were held. They were included into the Plan of Priority Activities for the preparation and celebration of the 70th anniversary of the Soviet People’s Victory in the Great Patriotic War of 1941-1945, adopted by the Decision of the Council of Heads of States of the CIS Member States. The Games were held under the patronage of the International Delphic Committee (headquartered in Moscow), under the aegis of the Commission of the Russian Federation for UNESCO within the frameworks of the Cultural Project «Delphic Orel – 2015».
Over 800 young artists (and in total in the Cultural Project - about 2,000 people) aged from 10 to 25 years old and about 80 jury members and guests from 15 countries: Armenia, Austria, Azerbaijan, Belarus, Bulgaria, Finland, Kazakhstan, Kyrgyzstan, Moldova, Romania, Russia, South Africa, Tajikistan, Turkey, Uzbekistan, - participated in the Commonwealth Games.
The Regulations on the anniversary open Tenth Youth Delphic Games of the CIS Member States were formulated according to the Conceptual Regulations on holding the Delphic Games and the Youth Delphic Games, approved on February 6, 2004 at the Second Session of the International Delphic Committee. Three kinds of program were formed: the program regulating the work of participants (general, by categories), the jury program and the guest stay program.
The Games were addressed by the greetings of the President of the Russian Federation Vladimir Putin, the Chairman of the Executive Committee – the Executive Secretary of the Commonwealth of Independent States Sergey Lebedev, on behalf of UNESCO, the Council of Europe, the European Commission and the 43rd crew of the International Space Station.
On May 2, 2015 the official opening ceremony took place in the GRINN Center concert hall. During the ceremony, a theatrical performance of the history of the Games and the Delphic Games concert of winners of previous years were set before the audience. By tradition, the ceremony began with a parade of the participating countries, the Anthem of the Russian Federation and the Delphic Hymn were performed, the Delphic fire was lighted.
The contest and festival programs of the anniversary open Tenth Youth Delphic Games of the CIS Member States consisted of 17 nominations of folk, classical and contemporary art from 27 represented in the Cultural Project «Delphic Orel – 2015». Competitions in each nomination were conducted in two or three rounds or stages, part of them required the separation of participants into age groups. The jury, formed for each nomination, traditionally consisted of masters of arts and culture of high standing reputation from 14 countries in total more than 50 people.
On May 4, 2015 within the framework of the Cultural Project «Delphic Orel – 2015» the Tenth International Conference was held. During this Conference it was decided to advise the International Delphic Committee to organize the work on the formation of chronicles of the Delphic Games. Besides, a round table on "The Art of Equal Opportunities", dedicated to the preparation and holding of the first Paradelphic Games, and a meeting "Delphians and the Olympians - the generation of winners" took place.
On May 5, 2015 the official closing ceremony of the Cultural Project «Delphic Orel – 2015» was held in the GRINN Center concert hall. The representatives of the countries' delegations which participated in the event performed along with the laureates of the Games at the Gala-concert.
The Informational and PR campaign of the Games was carried out through regional, national and international media. International support was provided in the media of 9 countries, announcing the preparation and holding of the events. At the national level in the Russian Federation 3 TV channels, 5 news agencies, 7 radio stations, 6 printed press covered the Games. In Moscow about 200 6x3 m billboards, 3 urban screens, 5 wide media facades as well as 100 LED taxi screens were used; Indoor TV-networks promoted the Games at the television broadcasting «Ostankino» Television Technical Centre, at all railway stations in the city, at 20 underpasses and at 28 shopping centers. In addition, the Games advertising was placed in 15 international airports, in more than 250 educational institutions, 30 cinemas throughout more than 40 constitutional entities of the Russian Federation.
