First Youth Delphic Games of the CIS Member States

According to the Program of Main Cooperation Activities of the CIS Member States in the field of culture until 2005 approved by the Council of Heads of Governments of the Commonwealth of Independent States on November 29, 2001, and the List of Activities for 2002, carried out by the Russian Organizing Committee «Pobeda» («Victory») approved by the President of the Russian Federation Vladimir V. Putin on November 22, 2001, the First Youth Delphic Games of the CIS Member States took place in Bryansk (the Russian Federation) on September 13 – 18, 2002. United by the general cultural heritage of peoples, the best young creators of the Commonwealth tried together to show the current level of development of art of youth.

The event was prepared and held jointly by the National Delphic Council of Russia (NDC Russia), the administrations of the Bryansk region and the Bryansk city with the assistance of the Russian Organizing Committee «Victory» and the CIS Executive Committee. Significant assistance was rendered by the Council on Cultural Cooperation of the CIS Member States, the Work Group on Development of the Delphic movement in the CIS Member States, the Permanent Committee of the Union State, the Ministry of Education of the Russian Federation, the Ministry of Culture of the Russian Federation, the Olympic Committee of Russia, the Federation of Independent Trade Unions of Russia, the State Russian House of Folk Arts, the National Youth League and the “Russian Fatherland” League.

As observers the President of the NDC of the Republic of Belarus Damian T. Leskin and the President of the NDC of the Republic of Moldova Konstantin V. Rusnak were present.

Greetings for the Games were received from the President of the Russian Federation Vladimir V. Putin, the Chairman of the Federation Council of the Federal Assembly of the Russian Federation Sergey M. Mironov, the Chairman of the State Duma of the Federal Assembly of the Russian Federation Gennady N. Seleznev, the Secretary General of the Council of the Interparliamentary Assembly of the CIS Member States Mikhail I. Krotov, the Chairman of the Executive Committee – the Executive Secretary of the CIS Yury F. Yarov, the State Secretary of the Union State Pavel P. Borodin, the Chairman of the Federation of Independent Trade Unions of Russia Mikhail V. Shmakov, the Secretary General of the National Delphic Council of Greece G. Zakharopoulus.

According to fixed quotas and submitted applications about 800 delphians at the age of 10 - 21 took part in the Games, they were formed into official delegations from 10 the CIS Member States, among which were: the Republic of Armenia, the Azerbaijan Republic, the Republic of Belarus, Georgia, the Republic of Kazakhstan, the Kyrgyz Republic, Republic of Moldova, the Russian Federation, Ukraine, the Republic of Uzbekistan. As an observer a representative of Turkmenistan was present during the Games.

The program of the First Youth Delphic Games of the CIS Member States consisted of the official Opening Ceremony, competition and festival programs, the Round Table, delegations’ days and the Closing Ceremony.

The competition and festival program of the Games consisted of 15 nominations: piano, violin, pop singing, folk singing, academical singing, pop dance, folk dance, circus, photography, poster, graffiti, DJ, web design, folk instruments, wind instruments. Inside of a number of nominations the division into junior and senior groups was foreseen. For all kinds of competitions separate stages were provided. The Jury, which was formed for every nomination, included distinguished culture workers of 7 countries of the Commonwealth, among which one may list the Head of Military Orchestra Service of the Armed Forces of Russia, the Chief Military band-master of the Armed Forces of the Russian Federation Viktor V. Afanasiev; the People’s artist of Russia, the Vice President of the All-Russian Union of Composers Vladislav G. Agafonnikov; the Honored art worker of the Republic of Kazakhstan, the Chairman of the Council on Cultural Cooperation of the CIS Member States Dyusen K. Kaseinov; the Peoples’s artist of Russia, the Director General and the Artistic Director of the Bolshoi Moscow Circus on Vernadsky Avenue Leonid. L. Kostyuk; the professor, the composer, the prize-winner of the State premium of the Soviet Social Republic of Moldova and the premium of Leninist Komsomol Konstantin V. Rusnak, the People’s artist of Russia Alexandra I. Strelchenko; the People’s artist of Russia, the Artistic Director and the Main Producer of dances of Moscow State Academic Theater of Dance «Gzhel» Vladimir M. Zakharov; the People’s artist of the USSR Khakim K. Zaripov. The Arbiter of the Games became People’s artist of the USSR, the prize – winner of the Leninist premium Vasily S. Lanovoy.

The Round Table devoted to the Delphic movement on the current stage of development gathered together representatives of delegations of countries which participated in the Games. In his speech during the Round Table the First Deputy Minister of Culture of the Republic of Moldova Vyacheslav Madan informed about the decision of the Republic of Moldova to welcome the Second Youth Delphic Games of the CIS Member States in 2004. The proposal was boosted by participants, guests and jury members of the Games. According to the proposal of the official delegation of Ukraine the appeal to heads of the CIS Member States, signed by participants of the Games, was approved.

Winners and awardees received gold, silver and bronze medals as well as special diplomas of the Games. In the non-official team championship the first place was taken by the delegation of the Russian Federation, the second – by the delegation of the Republic of Moldova, the third – by the delegation of the Republic of Belarus.

During the Games in Bryansk the complex festive decoration of the city with Delphic symbols was arranged: 50 billboards 3x6 m were used, 35 stop marks, show-windows of trade and service organizations, special decorating constructions, boards of municipal transport. En-route of busses and in crowded places the special road markings were put.

As informational partners of the Games came out 21 electronic and printed mass media, among them were: Radio Station «Silver rain», State Television and Radio Company «Kultura», International Television and Radio Company «Mir», «Radio of Russia», Russian News and Information Agency «Novosti», «Ogonyok» magazine, «Literaturnaya gazeta», «Trud» newspaper, «Novaya gazeta», «Ballet» magazine, «Teatralny dnevnik» magazine, Information and Consulting Agency «Mass Media and Business», «Tribuna» newspaper, «Rossija» newspaper, «Lenta.ru» website, «Pravda» newspaper, «Parlamentskaya gazeta», «Teatralnaya chronika» magazine, «Teatralnaya zhizn’» magazine, «Rossiya» newspaper and «Solidarnost’» newspaper.
