Conceptual regulations
on holding
the Delphic Games (international) 

and Youth Delphic Games (international)

Purpose 
The Delphic Games and the Youth Delphic Games shall be held for practical realization of the idea of holding the Delphic Games as the Higher forum of arts giving an impetus to enhancement of cultural traditions, preservation and development of national cultures, assisting in the implementation of creative abilities and a harmonious development of personality.

Time and place

The Games shall be held during 6 – 12 days in one of the cities of the world.

Organizers

The Games shall be jointly organized and held by the Delphic organization of a country, state and municipal authorities with support of organizations concerned.

The Games shall be held under the patronage of the International Delphic Committee.

The preparation and process of the Games shall be managed by the Organizational Committee and the Direction.

Competition and festival program

The Games shall be held in form of competitions and festivals in nominations, which are included in 6 art categories: performance, fine arts, literary arts, craft art, social art, ecological art. The competition shall propose precise criteria of evaluation of performances and works, festival – evaluation of performances and works on basis of the expert conclusion of the jury.

In the context of each Games competitions in not less than 14 nominations shall be held, which are part of not less than 3 art categories.

Competitions and festivals shall be held in accordance with the Program requirements, which are the integral part of the Regulations.

Rehearsal time shall be guaranteed to participants.

A number of rounds shall be determined on the basis of applications submitted.

Exemplary Program (when holding Games during 6 days)

Participants of the Games

Participants of the Games may be collective or sole performers (according to program requirements), gathered into delegations of the states, which became winners or prize - holders of the Delphic Games on a country level or passed elimination contests.

The age of participants on the moment of holding: the Delphic Games - any age; the Youth Delphic Games – from 10 to 21 years old, in the context of nominations a division into age groups may be foreseen.

Composition of a delegation

The delegation shall consist of:

  1. the head of the delegation;
  2. the participants of the Games;
  3. the accompanist (if program requirements provide for an accompaniment);
  4. the participant of a round table;
  5. the accompanying persons (categories: attendants, press, heads of collectives, educational specialists, parents, supporting groups).

The number of members of the delegation (without accompanying persons) shall be determined by the Direction taking into consideration the number of nominations and fullness of each of them.

The number of participants of the Games (sole or collective performers) from the delegation, performing in one nomination, shall not exceed three.

Terms of receiving delegations

Organizers shall provide for:

- two-\ three bed accommodation;
- three meals a day;
- railroad station \ air terminal – accommodation place - railroad station \ air terminal transfer;
- excursion program;
- cultural events;
- awarding memorable souvenirs and the Games participant certificat

Expenses on food, accommodation, meeting \ seeing-off of delegations in a city of holding the Games shall be incurred by organizers.

By delegations’ arrival before set time and departure later than in set time extra costs on accommodation and food shall be beard by delegations according to prices and tariffs in places of accommodation.

Money contribution shall be determined for participants of the Games. For accompanying persons and participants of the Games above the quota the amount of money contribution shall be determined separately.

Costs for transportation to the place of holding the Games and back shall be beard by the sending party.

Jury

The international jury shall be formed for each nomination of the competition and festival program of the Games. The jury shall be headed by the Chairman.

The executive secretary shall carry out organizational and technical activities of the jury.

The jury shall be formed by the Direction.

Chief arbiter of the Games

The Chief arbiter of the Games shall be approved by the Direction to settle disputes relating to the competition and festival program.

The Chief executive secretary of the jury of the Games shall be approved by the Direction to coordinate the work of executive secretaries.

Determination of winners and awarding procedures

The jury shall determine the winners and prize-holders of the Games (1st, 2nd, 3d prizes) on nominations of the competition and festival program of the Games who are awarded medals and diplomas with symbols of the Games on official ceremonies; in case of collectives a medal and a diploma shall be awarded to its’ every participant.

The jury shall be entitled to award participants of the competition and festival program 3 special diplomas in each nomination.

Round table

Organizers shall provide for the discussion with representatives of delegations of the issues of the day for development of the Delphic movement in following directions:

  • creative;
  • organizational.

Press-center

Official information of the Games shall be provided to mass – media representatives accredited by the Press-center (at site and through communication links).

Organizational matters

Preliminary applications for participation in the Games shall be submitted according to the prescribed form to the Direction of the Games till the determined date.

The Direction shall consider applications and send the Confirmation for participating in the Games in schedule dates.

The delegation, which has received the Confirmation, shall submit to the Direction till the determined date:

  • information on number of a train (flight \ bus), date and time of arrival and departure of the delegation;
  • the final list of delegation members with indication of passport details (birth - certificate) and home addresses.

The head of the delegation arrived to the Games shall necessarily have the list of delegation members with indication of passport details (birth - certificate) and home addresses; members of the delegation – passport (birth - certificate).

Members of delegations of the Games through their participation as well as legal representatives of minor members of delegations through the participation of their wards shall give their consent to the International Delphic Committee to film themselves or their wards, film for television or in some other way as well as to take pictures during the Games and use the received cinema, tele -, photo – and other materials afterwards for purposes of development of the Delphic movement.

Applications for accreditation of mass-media representatives shall be submitted to the Direction of the Games till the determined date.

Applications and information shall be sent to the Direction of the Games by fax or e-mail.

Delphic Games and Youth Delphic Games on a country level

When preparing and holding the Delphic Games and the Youth Delphic Games on a country level one shall be guided by the regulations of the present document.

Any deviation from the regulations of the present document shall be submitted to the approval of the International Delphic Committee.
