Second Youth Delphic Games of the CIS Member States

According to the Decision of the Council of Heads of Governments of the Commonwealth of Independent States dated September 18, 2003 and the Regulation of Government of the Republic of Moldova ¹ 1261 dated October 17, 2003 the Second Youth Delphic Games of the CIS Member States took place on September 25 – October 1, 2004 in Moldova (Chisinau).

The Games were prepared and held by the Organizing Committee under direction of the Deputy Prime-Minister of the Republic of Moldova V. Kristya. The significant assistance was rendered by the CIS Executive Committee, the Council on Cultural Cooperation of the CIS Member States, the Work Group on Development of the Delphic Movement in the CIS Member States.

The Games were held under the patronage of the International Delphic Committee ; as observers the Co-chairman of the Board Leonid M. Novokhatko (Ukraine), the Director Vladimir N. Ponyavin (Russia), members of the Board Damian T. Leskin (the Republic of Belarus), Axinia Dzurova (Bulgaria), Tadashi Goino (Japan), O.G.Melik– Ogajanyan (the Republic of Armenia) took part in them.

As honored guests Vassilis Karasmanis – the Director of the European Cultural Center of Delphi (Greece), Vadim A. Gustov – the Chairman of the Committee of the Federation Council of the Federal Assembly of the Russian Federation on the CIS issues, Viktor E. Shudegov – the Chairman of the Committee of the Federation Council of the Federal Assembly on Science, Culture, Education, Health and Ecology, Sergey V. Barinov – the Head of the Department on Youth of the Federal Agency on Education, Galina P. Zalesskaya – the Councilor of the Department of Political and Humanitarian Cooperation of the CIS Executive Committee took part in the Games.

Greetings for the Games were addressed by Boris V. Gryzlov – the Chairman of the State Duma of the Federal Assembly of the Russian Federation, Vladimir B. Rushailo - the Chairman of the Executive Committee – the Executive Secretary of the CIS, Alexander A. Tyagunov – the First Deputy Chairman of the Committee on Culture of the State Duma of the Federal Assembly of the Russian Federation, Alexander A. Sokolov - the Minister of Culture and Mass Communications of the Russian Federation, Grigory A. Balykhin – the Head of the Federal Agency on Education, Mikhail Y. Shvydkoy – the Head of the Federal Agency on Culture and Cinematography, Nikolay K. Maksyuta – the Head of the Administration of the Volgograd region, the crew of the International Space Station consisting of Gennady I. Padalka and Michael Fink.

According to fixed quotas and submitted applications more than 1 000 dephians at the age from 10 to 21years old took part in the Games, they were formed into official delegations from 11 the CIS Member States, among which were: the Republic of Armenia, the Azerbaijan Republic, the Republic of Belarus, Georgia, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan, Ukraine, the Republic of Uzbekistan.

The program of the Second Youth Delphic Games of the CIS Member States consisted of the Official Opening Ceremony, in which the President of the Republic of Moldova Vladimir N. Voronin participated and delivered a speech, competition and festival programs, the Round Table, days of delegations, the Closing Ceremony and the Gala Concert of winners of the Games.

Competitions were held in 19 nominations, among them were: piano, violin, pop singing, folk singing, academical singing, pop dance, folk dance, circus, photography, poster, graffiti, DJ, web design, wind folk instruments, stringed and plucked folk instruments, accordion and bayan, wooden wind instruments, brass wind instruments, folk craftsmen. In 15 of them the division into 2 age groups was foreseen. For all types of competitions separate stages were provided. Into Jury, formed on each nomination, distinguished artists of 8 Commonwealth countries were included.

The Round Table devoted to the Delphic movement on the current stage of development gathered together representatives of delegations of countries, which participated in the Games. Among others the question of preparation of Ukraine for the Third Youth Delphic Games of the CIS Member States was discussed, which are to take place in 2005. According to proposal of official delegations of the Russian Federation and Ukraine the appeal to heads of the CIS Member States was approved and signed by participants of the Games.

Winners and awardees received gold, silver and bronze medals as well as special diplomas of the Games. In non-official team championship the first place took the delegation of the Russian Federation, the second – of the Republic of Moldova, the third – of the Republic of Belarus.

During the Games in Chisinau the complex festive decoration of the city with Delphic symbols was arranged.

Besides, the State Television and Radio Company of the Republic of Moldova “Moldova 1” filmed and broadcasted the Official Opening Ceremony, nominations, the Closing Ceremony and the Gala Concert of winners of the Games. The events of the Games were also covered in mass media of the CIS Member States.
